It is a simple tool same as brush tool. Again it is like virtual version of your real world pencil. Now main difference in pencil and brush tool is that it doesn’t have Hardness and Flow options.
When you click and hold brush tool you will see Pencil tool.
Shortcut key is “B”. Option Bar is same as Brush Tool.
